By KUFMTV News<\/strong><\/p>\n\n\n\n The Edo State Command of the Nigeria Security and Civil Defence Corps (NSCDC) has unveiled a comprehensive regulatory framework for the scrap business, introducing compulsory registration and profiling for all operators as part of efforts to curb vandalism of critical national infrastructure.<\/p>\n\n\n\n The new directives, announced by the State Commandant, Akintayo Saidi Ayinla<\/strong>, take immediate effect and apply to every player in the scrap value chain, including scavengers, collectors, transporters, middlemen, buyers, dealers, marketers, recyclers and operators of scrap yards.<\/p>\n\n\n\n Addressing journalists in Benin City, Commandant Ayinla described the briefing as a final warning to all scrap operators in the state, saying the Command would no longer tolerate criminal elements hiding under the guise of scavenging to destroy public infrastructure.<\/p>\n\n\n\n “Today, the Edo State Command of the Nigeria Security and Civil Defence Corps is announcing a comprehensive regulatory framework that will immediately take effect across the State,”<\/em> he said.<\/p>\n\n\n\n “This briefing therefore serves as a final warning to all scavengers, scrap collectors, transporters, buyers, dealers, marketers, recyclers and operators of scrap businesses in Edo State.”<\/em><\/p>\n\n\n\n Under the new policy, every individual and business involved in scrap activities must undergo compulsory registration and profiling with the NSCDC.<\/p>\n\n\n\n The registration exercise begins immediately and will remain open for three months.<\/p>\n\n\n\n According to the Commandant, operators who fail to register within the stipulated period will be considered to be operating illegally.<\/p>\n\n\n\n “Upon the expiration of the three-month period, any individual or business that has failed to comply shall be deemed to be operating illegally and shall be liable to arrest, prosecution and other sanctions as provided by law,”<\/em> Ayinla warned.<\/p>\n\n\n\n He explained that the registration process would be coordinated by the Command’s Critical National Assets and Infrastructure Department in collaboration with the recognised leadership of the Scrap Dealers Association and other stakeholders.<\/p>\n\n\n\n The NSCDC also announced a number of operational guidelines aimed at improving accountability within the scrap industry.<\/p>\n\n\n\n Under the new framework, scavengers are required to identify themselves to registered scrap dealers and may only sell scrap materials to dealers approved by the Corps.<\/p>\n\n\n\n Scrap dealers must keep detailed daily records of every transaction, including the identity of sellers and the source of all scrap materials. These records must be made available to the NSCDC for inspection whenever required.<\/p>\n\n\n\n The Command also prohibited the possession, purchase, transportation or sale of government property or any item suspected to have been unlawfully removed from public or private infrastructure.<\/p>\n\n\n\n Among the prohibited items listed are fibre optic cables, manhole covers, rail tracks, electrical cables, transformer components, streetlight materials and other protected public infrastructure.<\/p>\n\n\n\n In addition, scrap collection, transportation and trading will now be restricted to between 8:00 a.m. and 6:00 p.m.<\/strong>, except where written approval has been obtained from the NSCDC.<\/p>\n\n\n\n The Corps further directed that all scrap transactions must take place only within approved and registered scrap yards, banning roadside buying, illegal collection points and unauthorised storage locations.<\/p>\n\n\n\n Commandant Ayinla said the Command had adopted a zero-tolerance policy against scrap-related offences.<\/p>\n\n\n\n He warned that scavengers found vandalising government or private infrastructure, as well as dealers, transporters or middlemen involved in receiving, concealing or transporting stolen materials, would be arrested and prosecuted.<\/p>\n\n\n\n “Any scavenger found vandalizing government or private infrastructure, or found in possession of suspected stolen materials, shall be arrested and prosecuted in accordance with the law,”<\/em> he said.<\/p>\n\n\n\n “Any dealer or operator found purchasing, receiving, concealing or trading in vandalized or stolen property shall equally be arrested, investigated and prosecuted.”<\/em><\/p>\n\n\n\n He added that after the three-month registration period, any operator found conducting scrap business without registration, failing to maintain transaction records or violating the new directives would face arrest, seizure of materials, sealing of business premises where applicable and prosecution.<\/p>\n\n\n\n The Commandant said the new measures were designed to safeguard critical national assets and strengthen public safety across Edo State.<\/p>\n\n\n\n “The era when criminals hide under the cover of scavenging or scrap dealing to vandalize government infrastructure is over,”<\/em> Ayinla declared.<\/p>\n\n\n\n “Every genuine operator and every law-abiding scavenger have nothing to fear. However, anyone who chooses to engage in vandalism, receive stolen property or violate these directives should be prepared to face the full weight of the law.”<\/em><\/p>\n\n\n\n He reaffirmed the commitment of the Edo State Command of the NSCDC to protecting critical national assets and infrastructure while ensuring the security and economic development of the
